WHITTIER – The city is about to embark on a $345,600 alley-cleaning program. The money will be spent to provide street sweeping of alleys every other week and hire three new employees – two of whom will be used to pick up the material that have been illegally dumped. A third will be a code-enforcement officer. “It’s a terrible problem,” Councilman Bob Henderson said. “The alleys are deteriorating badly. We have all kinds of pot holes and debris.” However, it still will several months for the program – approved recently by the City Council – to get under way.
